In 1906, Congress passed the Pure Food and Drug Act, which established the duty of the federal government to regulate foods other than meat and poultry, and to prohibit the interstate sale of food misbranded or adulterated with chemical preservatives–a structure that’s now the Food and Drug Administration (FDA). A food safety risk is the probability of harm to health resulting from a food-related hazard at a particular exposure to a specified person or group. It is important to recognize that safety is an intellectual concept, not an inherent biological property of a substance; safety has been defined as the judgment of an acceptable level of risk.
